Bioeconomy Tax Incentives Bill Introduced
PBPC welcomed the introduction of the bipartisan Biobased Materials Investment and Production Act , (HR 8137) legislation aimed at accelerating growth in the U.S. ag bioeconomy.
The bill, championed by Reps. Michelle Fischbach (R-MN) and Nikki Budzinski (D-IL) and endorsed by PBPC, would provide tax incentives to expand domestic production of the plant-based products industry, help scale biomanufacturing, promote domestic innovation, and close the biobased product commercialization gap.
PBPC Executive Director James Glueck released a statement celebrating the bill’s introduction:
“America’s farmers and innovators are uniquely positioned to lead the next generation of renewable materials and domestic manufacturing. This legislation helps unlock that potential by supporting investment in U.S. biomanufacturing facilities producing plant-based products from a range of agricultural commodities. These products reduce reliance on fossil resources, strengthen critical supply chains, and support vibrant rural economies,” said Glueck. “By making it easier to scale biobased manufacturing here at home, Congress can ensure the United States leads the globe while making renewable materials, chemicals, and products more accessible and affordable for American consumers.”
PBPC-Sponsored Report Demonstrates Economic Importance of Agriculture
PBPC was proud to join a collection of 35 food and agriculture trade associations in sponsoring the 2026 Feeding the Economy report, an annual publication that demonstrates the economic power of the American food and agriculture industries. The report found that agriculture is responsible for nearly 20% of total U.S. economic output and about one in five American jobs, including the nearly 4 million professionals working in the U.S. ag bioeconomy.
The full report – including national-, state-, and district-level data on the impact of U.S. agriculture – can be found at FeedingTheEconomy.com.

PBPC Spotlights Importance of BioPreferred Program
A new blog post on PBPC.com shows how USDA’s BioPreferred Program has helped companies market the advantages of biobased products.
The program features biobased products that are available for consumers seeking to meet their demand and to satisfy federal procurement requirements. In a new PBPC blog post, manufacturers highlight how BioPreferred certification helps level the playing field for U.S. businesses, open new markets, and support domestic farmers and rural communities. As demand for biobased products continues to grow, these businesses warn that instability in the BioPreferred Program could have serious economic consequences across the plant-based value chain.
