Plant Based Products Council PBPC Applauds Bipartisan Reintroduction of the Biomanufacturing and Jobs Act

Washington, D.C. — The Plant Based Products Council (PBPC) welcomes and applauds the bipartisan reintroduction of the Biomanufacturing and Jobs Act. This legislation represents a significant investment in America’s bioeconomy, aiming to expand markets for U.S. farmers, support domestic manufacturing, and accelerate the adoption of renewable, biobased products. The bill is being led by Sens. Joni Ernst (R-IA), Elissa Slotkin (D-MI), Amy Klobuchar (D-MN), and Pete Ricketts (R-NE). In the House, the measure is led by Reps. Mark Alford (R-MO), Angie Craig (D-MN), Mark Messmer (R-IN), and Kristen McDonald Rivet (D-MI). 

“As global demand grows for homegrown solutions, the Biomanufacturing and Jobs Act provides a critical opportunity to strengthen America’s leadership in the bioeconomy,” said James Glueck, Executive Director of PBPC. “By modernizing USDA’s BioPreferred Program, this legislation not only supports the adoption of plant-based products but also creates good-paying jobs, drives rural economic growth, and delivers meaningful environmental benefits.” 

The Biomanufacturing and Jobs Act aims to modernize and enhance USDA’s BioPreferred Program, which plays a central role in promoting the use of renewable, plant-based products. The bill calls for improving federal procurement standards to consider product lifespan and long-term efficiency, increasing public outreach and education around biobased alternatives, and strengthening the training of federal procurement officers. It also directs USDA to conduct a comprehensive economic impact study on the biobased products industry — an effort that will help quantify its contributions to the economy and identify gaps in the supply chain. 

The bill, an integral part of PBPC’s Farm Bill priorities, reflects a growing consensus that America must lead in scaling up sustainable technologies, diversifying supply chains, and supporting U.S. farmers and manufacturers who are investing in bio-based alternatives. 

At a time when global competition in manufacturing is intensifying, the Biomanufacturing and Jobs Act offers a clear roadmap for U.S. leadership. By aligning federal procurement with innovation in biobased materials, the legislation will help unlock new markets and bring greater transparency and accountability to federal purchasing. It also signals to investors and entrepreneurs that the U.S. is committed to scaling up biomanufacturing — positioning rural communities and domestic farmers at the forefront of a cleaner, more competitive economy.
